Summit County

Moratorium: Active

Summit County is not under a formal moratorium ordinance, but the cap mechanism functions as a hard stop on new license issuance. Existing licensed STRs operate under annual renewal; no growth in license count is permitted until/unless the Board of County Commissioners revisits the cap.

Summit County treats STR licenses as tied to the property, not to a person. A license transfers with the sale of the underlying unit provided the new owner files a license transfer application within 30 days of closing and meets eligibility (property tax standing, no outstanding code violations). License does NOT transfer to a different property if moved by the same owner — the original license is surrendered upon sale.

Eagle County

Moratorium: No Moratorium

The Town of Vail and Town of Beaver Creek have considered partial caps and density limits in separate ordinances but neither adopted a hard moratorium through 2026-Q3. Eagle County-level licensing remains the binding framework, with revisions and rule-tightening rather than a moratorium as the active regulatory direction.

STR licenses in Eagle County are property-attached. The license transfers automatically on sale of the property, but the new owner must file a license transfer application within 60 days, complete a property inspection, and pay the transfer fee ($150). Unlike Summit, the license may also be retained if the original owner keeps the property and merely updates on-file information (e.g., ownership change due to LLC restructuring).

Grand County

Moratorium: Pending
STR licensing enacted 2024; phased-in across Fraser, Granby, Hot Sulphur Springs, Kremmling, Grand Lake

Winter Park Town Council began a formal cap-zone process in 2026-Q1 following public hearings on STR saturation. A draft ordinance proposing a freeze on new STR licenses in specific zones is pending. If adopted, expected effective date is 2027-Q1. Fraser is also reviewing rules but has not voted to draft.

STR licenses in Grand County are property-attached under the 2024 ordinance. The license transfers on sale with a transfer filing within 45 days of closing and a $200 administrative fee. Grand County additionally restricts license transfers to the same tier — a license issued under Winter Park's higher cap cannot be redeemed in Grand Lake's lower-cap zones. The license is non-transferable across town boundaries.
